What Does This Role Entail?
Reporting to the Board, the Managing Director provides sound leadership and direction to a team of 50 professionals. Manages the budgeting and operational issues of the organization at its office in Fredericton. You put a planning and priority-setting regimen in place. Work with your people to keep them current on the latest fire suppression and insect control tools and techniques. Ensure that the company continues to apply the latest research insights and technology to forest protection through well-planned capital investment. Oversee a disciplined maintenance schedule for the company’s fleet. As Managing Director, you will also act as Forest Protection’s principal liaison with its R&D partners and with private and public sector forest stakeholders throughout North America.

As the Forest Ecosystems Protection Technician, you will:
Work with a team of operations staff responsible for regulating forest industry operations and ensuring compliance on Crown Forest lands;
Under the direction of the Area Forester review and approve of forest industry operating plans to authorize the harvest of forest products;
Carry out compliance assurance within the Prince Albert Area including field investigations and responses;
Participate in public consultations of forest management with stakeholders, First Nations and Métis communities, agencies, media, and the public;
Participate in the development of policy and support senior ministry staff on forest management and policy issues related to operations and operational planning; and
Work with other resource management specialists to develop solutions aligned with the Ministry's ecosystem management principles.

Lead the review and approval of forest industry operating plans to authorize the harvest of forest products;
Oversee compliance within the Prince Albert Area including field investigations and responses;
Lead public consultations of forest management with stakeholders, First Nations and Métis communities, agencies, media, and the public;
Participate in the development of policy and provide forest policy direction and forest management expertise to other branches and government ministries, and support senior ministry staff on forest management and policy issues related to operations and operational planning; and work with other resource management specialists to develop solutions aligned with the Ministry's ecosystem management principles.
SUMMARY
Reporting to the Director of the Environment Department, the incumbent enforces the tree-cutting certificate of authorization program in accordance with the regulations in force, provides guidance on the process to applicants, validates tree study information, ensures compliance with the conditions of the certificate, and participates in planting programs on municipal and private land, as well as the management of green cover in the City.
RESPONSIBILITIES
· Enforce the City’s tree bylaw;
· Assess the risks associated with, and the condition of, trees subject to a certificate of authorization application, as well as trees that pose a potential hazard;
· Inspect sites for which a certificate of authorization is being sought under the tree bylaw;
· Inform applicants of the requirements of the bylaw and the conditions related to the protection, cutting and replacement of trees;
· Conduct tree studies, descriptions of groups of trees and trees of interest, and mapping;
· Participate in canopy monitoring through data collection and spatial analysis;
· Issue warnings and tickets to ensure compliance with regulations;
· Document evidence of violations that can be used in legal proceedings;
· Issue notices of non-compliance, fines and stop-work orders;
· Participate in the continuous improvement of green cover regulation enforcement;
· Monitor and manage pathogens and insects harmful to trees;
· Participate in the planning and execution of forestry projects;
· Maintain up-to-date data on violations and applications for certificates of authorization;
· Assist in the preparation of grant applications for the department;
· Enforce municipal policies and procedures;
· Perform general maintenance on equipment and tools;
· Ensure the safety of staff and the public in the work environment;
· Collaborate with Public Works to respond to requests related to urban forestry;
· Perform any other tasks required for the smooth running of activities.
MINIMUM REQUIREMENTS
Education
· Post-secondary diploma in forestry.
Certification
· WorkSafe and First Aid (or obtain certification within one year of being hired);
· ISA certification as an arborist (or obtain within 12 months);
· Member of the New Brunswick Forest Technicians Association or " Association des forestiers agréés du Nouveau-Brunswick " (an asset).
Driver’s license
· A valid class 5 driver’s licence.
Experience
· Two (2) years’ experience in urban forestry.
Skills
· High degree of fluency in spoken and written French and English;
· Extensive knowledge of Microsoft Office (Word, Excel, PowerPoint, Outlook) and ArcGIS;
· Ability to work without constant supervision, independently and as part of a team;
· Initiative and sound judgment;
· Ability to work with the public;
· Ability to plan, analyze logically, problem-solve, make sound decisions and assess risks;
· Ability to organize, manage time and monitor priorities;

WORK SCHEDULE
· Forty (40) hours a week.
SALARY
· As per CUPE Local 4679 collective agreement.
